The organization's decision loop, run continuously — purpose, sense, interpret, decide, act, learn — with a governance plane running across all of it. Most of the loop is judgment and process. The governance plane is the one cross-cutting technical discipline, and it is never off.

How our framework connects into the model
ExO is the map. HOT is how we carry the people and the platform across it.

ExO 3.0 names the transformation but, by design, stops short of two things: how you actually change the humans, and how you make the platform hold. HOT fills exactly those gaps — complementary, not competing. The model drives the engagement start to finish; HOT is the connective tissue.
